When you go to face Count Odo, you have two options: search for Nolwenn the Smuggler or choose a different path.
The different path is in the north of the city.
Use your Odin finder and search for a standard bearer with a key. This unlocks a door to a guardhouse that has a zipline on top that leads above the palace walls.
Otherwise, talk to Nolwenn at the quest marker.
It takes you through an underground tunnel that leads to the palace cellars. Either way, you have a good idea of all the options going forward.
In the palace garden, there is a note that tells you about a palace servant is hiding something.
Go to the gardens to the east and follow the maid down the ladder to nearby and through the cellars.
Move the boxes down the hall and there’s a note right next to you. Read it and he will tell you more about the case of the maid and the jailer. Enter the next room and there is another note telling you that the key to the underground tunnels is with the jailer, who boards the gates on the palace floor. If you go up the stairs next to the note, the jailer with the key is right in front of where you come out, in the hallway with a few other guards.
Steal or attack him for the key, then you can walk through the underground tunnel to the kitchen, which alerts you to a priest upstairs.
Go up there and you will meet the drunken priest in that part of the house.
Take him some more wine in the wine on the table on the lower level of the room he is in and he will give you the key to Odo’s room where his wife is injured.
Exit the priest’s room and you will find the room to your right on the balcony.
Talk to her there and use one of the dialogue options, although the charisma option adds a few optional lines to the next scene. Whichever you choose, you will get a key to Odo Shrine.
